Bulls had a 1.7% chance of getting the #1 draft pick in the lottery. But that's why they call it a lottery folks! The Bulls got the #1 spot, with the Heat and T-Wolves getting the #2 and #3. Since the Bulls were far from the worst team in the league last season, it raises doubts about how fair the lottery system is. However, most agree it's necessary to keep teams from tanking their seasons.
