Handicapped spots in parking lots are being filled more than ever before. People who don't need them, use them and eliminate spaces from truly disabled individuals. How has this fad emerged? Is it the fault of dishonest, lazy people, frivolous doctors or grandmas who hand them out like Halloween candy? Is there anyway to limit the spread of unnecessary handicapped stickers?
